How this tool is used

You do not need to carry a shovel weapon to search the Moor’s interactive graves.

These graves are opened and then searched through their interaction prompt. Their requirements do not include a shovel or a digging skill; the opening animation supplies its own tool.

This is interaction with a searchable grave, not free digging anywhere on the ground. Carry this item for its weapon or crafting role, rather than reserving a slot merely to unlock grave searching.
