What should happen after handing over the two standards?
Marcher’s Burden I includes separate objectives to enter its required location, acquire 2 Brigade Standards and hand over 2 Brigade Standards. Check the individual objectives and whether the next task, Marcher’s Burden II, has become available; simply finding two flags is not the whole task.
If you have already handed over both flags but the same task returns to 0 and does not advance, we do not yet have a verified cause or recovery method. The collection requirement above does not explain that reported reset, and it is not a reason to assume you must find another pair.
